      My summary:
      The SCOTUS ruled (in Bush V Gore, no less) that if a state chooses to permit direct election of the EC electors, that every citizens' vote must count equally. Despite where they said that, I think they would agree with that a second time around ... lots of precedent for that premise

      There is much precedent for "one man, one vote" requiring equal population of districts. There is also considerable precedent for not using districts to dilute the voting power of particular minority groups.

      Economics is a social *science*. Can we base future economic decisions on math?
