I couldn't find any other diaries on this, so sorry if I am redundant in this observation. I have been considering the effect of an enforced blending of a "blue" population into a very "red" state.
Has anyone else had the thought that shipping all those (presumed) Democrats from New Orleans to Texas effectively negates their votes in future elections?
And a lot of the Bush planning ideas for rebuilding New Orleans sound like they will increase the number of Repub-leaning folks (especially with the emphasis on small business loans and mortgages rather than grants).
Only those homeowners who had good insurance, or who can afford to rebuild despite inadequate insurance coverage, will rebuild. Only those with good credit can get home loans to rebuild (even if they are allowed to take free federal land, they have to get their own building loan).
I do not put it past Rove to have considered all this when plans were made for evacuations from the floods and rebuilding after.
P.S. And let me just add my opinion that Bush's little photo-op speech from New Orleans was a nauseating Hitlerian spectacle. What a putz.
